the numbers. 23 in santa rosa. 24 in napa. 31 in san jose. no matter how you slice it, these are really chilly temperatures for the bay area. >>> dramatic video of how severe the cold weather has been. these are sheets of ice falling from the buildings in texas. several residents captured the event on camera, including when that hit the ground where cars were parked. fortunately, no one was injured. also in texas, a slippery drive to work. this overpass in dallas became a sheet of ice. drivers gave up using the accelerator and steering wheel. some got out, and literally pushed their cars down the road. fire crews in illinois, jump into a frozen pond to save a frozen buck. the animal had gotten weak. workers were able to get a rope around his antlers, and pull him to safety. >> reporter: a winter storm is causing a mess along the east coast. heavy snow piled up in pennsylvania, slowing down drivers and sending cars off the road. more than 8 inches fell in the philadelphia area. causing headaches for motorists. >> the storms came out of nowhere. it it just hit us honestly. >> all of a sudden, ba

in santa rosa with more on the efforts to honor the teen. good morning. >> supervisors are talking about a number of steps they can take in the wake of the shooting. one of them being renaming or naming a park after andy lopez, a memorial park. the supervisors will vote on it a little later this morning, but we did have a chance to speak with the one supervisor outside who said that that area of the neighborhood is already underserved and certainly needs a park or activity so young people can be there. at moreland avenue which is basically now a -- where neighborhoods have put slides and they've put a christmas tree out there. this is where andy lopez grew up in the neighborhood where she was shot by sheriff's deputy eric gahas in october. he recordly took the replica gun he was carrying as the real assault weapon. he says he told lopez to drop it. the aftermath that sparked a series of marches and rallies and the supervisors are discussing replica weapons control, also possibly creating a community law enforcement task force. law enforcement training. many believe that the park, that ma

of the rainfall totals over the last 24 hours. .47 in napa. .4 in santa rosa. almost .3 for oakland, san francisco picking up almost .4. san jose picking up .13. we have seen snowfall in areas right around the santa cruz mountains, right over the summit, mount st. helena has reported a little snow. northern areas of napa county reported some snow yesterday. a few sprinkles that may or may not be hitting the ground at this point. it's sort of fascinating when we get that snow in our local hills. i'm seeing a little here remaining. that moisture over mount diablo. the altamont pass area stretching across 580. this is just the very tail end. we're going to see this actually continue to move to the south. if you are going to tahoe this weekend, still snow with an advisory over tahoe until 10:00 a.m. for the west slope droiring up to tahoe it's until 4:00 p.m. today. we have snow levels to pollock pines and in and around areas from truckee into blue canyon. snow level still fairly low, 3500 feet-4500 feet out there this morning. the winds are picking up. 8 miles per hour in nap awrks 9 in fairfield, 6

will start out by saying most of us a tad warmer but not by much. 24 degrees right now santa rosa. san francisco checking in at 41. oakland 37 degrees outside your door. 31 in concord. and 33 for san jose. we have temperatures warming up a little bit later this morning. but in the meanwhile we are going to have very chilly conditions for at least the next couple of hours with sunrising at about 7:11. i mentioned the possibility of breaking records once again. let's take a look at where we are currently and the old record. areas right around napa although this is not official just yet. national weather service hasn't ruled on this but it looks like we will break a record in napa. san francisco holding steady. san francisco 40-degrees a little bit earlier this morning. san jose 33 degrees right now. at the airport dropped to 29 a little bit earlier. we are looking at this system here off the washington coastline. it will be sinking south over the course of the afternoon. that will bring us rain and snow to our local mountains tonight into tomorrow. so for today this morning a near repeat

a passenger crapped and injured. the accident happened on warm springs road near wolf run in santa rosa last night. the chp says the driver, 24- year-old john holly, was going too fast and could not make the turn. he crossed the other lanes of traffic, hit a tree and took off running. the chp says this girlfriend was left -- his girlfriend was left trapped in the car and was taken to the hospital and treated for her injuries. >>> dianne feinstein is pushing to keep a deadline for installing new technology on trains that she says would prevent crashes like the one in new york over the weekend that killed four people. senator feinstein introduced legislation back in 2008 that requires all trains to have what's called positive train control installed by december 31st, 2015. the technology automatically slows down or stops trains if engineers exexceed spi.es or are on a collision course with another train , seeds the speed limit or are -- exceed the speed limit or on a collision course with another train. >>> we're learning more about the funeral plans for nelson mandela and why he will be burie

that dealt with these 20s this morning like in santa rosa, alamo, pleasanton and it's going to get even colder as we head through tomorrow and even san francisco zoo down there for those animals to 35 degrees this morning. let's look at some of the worst chill that we did have. that was here in napa with just a wind five to ten miles per hour and made temperatures feel like 24 degrees this morning. definitely some of the coldest weather we have been mentioning in nine months. let's take you outside right now and unbelievable. what we're dealing with for these averages in the north bay. right now 38 degrees and san francisco 49 and also the peninsula at 47. let's take you into san francisco and we'll be near record-setting lows and 37 degrees expected with clear skies and by 1:00 p.m. and temperatures at 51 degrees. get some warming in there but jacket weather, again, for tomorrow. you'll also see here across the peninsula, a colder start for you, as well. temperatures near 30 degrees across palo alto. so, hopefully, you've got some sort of great deal on a jacket on black friday because

pictures of the nasty weather on their social media sites and sending them to us here at cnn. rosa florez has been collecting all of them. what are you seeing? >> you said it well, people are staying inside, so a lot of time snapping photos and submitting them to social media. but it is treacherous out there, one i-reporter submitted this photograph, overturned vehicles like this one in illinois have been a common occurrence in the states getting pounded by ice and snow. i-reporter jason aselen snapped this picture in michigan and also took some video that helps tell the story for him. he says that they're worried, they've been dealing with this for days. normally they see heavy snow first before the temperatures actually drop very low, which means water pipes have snow insulation he called it, but this time they saw about 6 inches of snow, then it rained which created a layer of ice and quite the mess he says. they're afraid that those water pipes will burst, and, of course, he said kids are forced to stay inside. no playing outside for those kiddos. >>> in areas of texas the chilling te

jersey turnpike. what's going on out there, rosa? >> wolf, up with of the things we're dealing with is low visibility. so all the drivers out there using their low beams, there is precipitation in certain areas so they're using the windshield wipers and it's in the 30s. they're also cranking up the heat. let me set the scene for you. you can see that visibility is low. the clouds are low. so drivers are being very careful out there. you're looking at the new jersey turnpike. traffic is moving at a pretty good clip right now. the office of emergency management tells us they're dealing with two things, the southern part of new jersey, ponding and flooding. and the northern parts of the state, they're dealing with snow, sleet, ice on the roads. so it can be treacherous. the department of transportation said they were preparing for the absolute worst. they have about 2,000 pieces of equipment that can spread salt or that can plow the roads. they used 800 overnight and right now, they are assessing the situation. i talked to state police, as well. they tell me there are no major acc

now on the deputy who shot and killed a santa rosa teenager last month. the democrat is reporting that the deputy will return to work on tuesday. he won't be out in the field. he's been on leave since october 22. the deputy reportedly said he thought 13-year-old andy lopez was carrying a real ak-47 when he shot him. stuz that was in fact a b.b. gun made to look real. >>> "the chronicle" is reporting that three fire department commanders who were in charge of firefighting and rescue efforts after a crash had never taken a required training course for aircraft disasters. the fire chief said it wasn't vital that commanders take the disaster course, calling it very specialized training. and on tuesday in washington, d.c., federal officials plaen to hear from witnesses, the faa, boeing and others about the crash. the four pilots onboard will not be attending the hearing. three teenagers were killed and more than 180 passengers were hurt. nbc bay area's investigative unit is headed to d.c. for those hearings. steven stock will have live reports on the investigation. well, fremont, san j
